Restoration of HGV/PCV driving licence after disqualification

Hello,this is my first post and I’m looking for some answers about a drink drive ban.
In 25/12/19 I was breathalysed and had 51.
In 07/01/20 I was convicted and ban for 12 months with the option to attend the course.
I did the DDR course and was reduced to 9 months then I’ve got a letter from traffic commissioner to inform me about additional 4 weeks of disqualification for my HGV/PCV entitlement and give me three options
-To attend a hearing before traffic commissioner
-to submit a written submission and the commissioner to reach a decision in my absence
-to accept the traffic commissioner decision
I’m foreign national and I passed my driving test in my country and I want to know if they have the power to deny/hold my HGV/PCV entitlement which was not issued by traffic commissioner in this country.

I'm sorry, whilst I strongly suspect that the Traffic Commissioner has the power to decide whether or not you can drive, i am not a HGV specialist. All i can suggest is that you contact a company that specialises with HGV rules.
