necessity of declaring a spent drink driving conviction for insuarnce on a leased car by parent.

Hi , i would greatly appreciate your advice on an insurance policy

"Additional named drivers cannot be covered by the policy with a history of drink/drug driving offences within a 10 year period."



This what is written on the insurance excess policy as part of a lease but i want another person to be allowed to drive the vehicle also.
They have previously had a DD conviction in 2015 spent Oct 2020.


1. Are they alowed to ask this?
2. Must it be declared if spent?
2. will it show on his driving licence check which they ask for through DVLA (this must be consented to for him to be a named driver on the policy)
