i have question about dval medcial was wondering if they have access to your medical records

Not as such. The process is that You will have to fill in a questionnaire, then have your medical. If there are any concerns then DVLA will write to your doctor to ask for their opinion. In that way, they will find out about your medical history over the past 3 years (which is the time they are concerned about) but they do not get to actually inspect your medical records.
