I hope you can give me some advice. I got banned from driving a couple of years ago for failure to provide. I failed my first medical so DVLA didn't return my license. I reapplied 6 mths later and DVLA returned my license for 1 year. I have reapplied now again after another medical and they have returned my license for 3 years. Can they keep doing this to me? Do I not have a right to get my license back properly? I feel I am being victimised. Can I appeal against their decision?

The DVLA are entitled to ask you to submit to medicals under the High Risk Offender scheme. If they feel that you are a risk they can require you to submit to medicals. You would only be able to appeal if the DVLA refused to give you your licence. If this happened you would have an automatic right of appeal to the Magistrates' Court local to you. We are able to deal with such a scenario for a fixed fee if you ever find yourself in such a position.
