Charge for failed to provide specimens of breath.

Hi,have been charge for suspected of having been in charge of a car and having been ask to provide a specimens of breath for analysis in the curs of investigation into whether me had committed an offence under section 3A,4,5 or 5A thereof, failed, without reasonable excuse, to do so. My question is : I did ask them to provide me with a interpretor as I know basic English but dont understand all and if they talk fast the same and they don t give me one so that was my refusal to get them sample.is this a defence case?
