CDT is only one of the things they look at, the so called 'traffic light' system is not really a thing. If you get a low CDT but other information doesn't fit in with requirements, then you will be refused.
It could be that your GP has provided information about your medical background that the DVLA are not happy with. The CDT is only one piece of the jigsaw. Alot of people are under the misconception that the CDT is the sole golden ticket to getting their licence back, when in fact other factors need to be considered.
