hi,
I was convicted of drink driving in 1996 and 1999 on a provisional licence. I have now applied for my provisional licence after all this time for them to tell me I am a high risk offender and have to have a medical it has been 20 years since my first offence and 16 year since my second offence. can they do this . what is the law around the time scale because I think I am right in thinking these convictions are spent now and not even on my licence. can they make me have a medical or should they just give me my provisional.

You would still be required to carry out the medical with the DVLA as it should have been recorded as one of the conditions of your disqualification that your licence cannot be returned to you unless you have completed the necessary medical.
