Blood and urine sample

Hi I was banned for five years for drunk driver on a ban. I now have to give a urine sample and blood sample. Is this the norm ?
I told Dvla I smoked weed over a year ago haven't drank in over a year yet they insist I must give the two samples

If you have been banned for a period of 5 years for drink driving then you will fall into the bracket of a high risk offender. High risk offenders cannot have their licence returned to them until they have completed the necessary medical with the DVLA. Your admission to use of cannabis also means that they are likely to specifically check whether there is anything that would indicate recent use.
